Salvation by Grace through Faith

Only the saved can obey, men lost are children of disobedience by nature.. When men are regenerated by the Spirit, then the laws of God are in their minds and heart to obey Heb 8:10

Its True, Faith/Believing was already in their hearts, put into them by the Spirit of regeneration.

The whole world of the elect has their sins taken away, at the Cross Jn 1:29

29 The next day John seeth Jesus coming unto him, and saith, Behold the Lamb of God, which taketh away the sin of the world.

Now each individual of this particular world has had their sins paid for, and will each be called to repent in view of that.
