They serve as an example of those who suffer the punishment of eternal fire. 8 In the very same way, on the strength of their dreams these ungodly people pollute their own bodies, reject authority and heap abuse on celestial beings. 9 But even the archangel Michael, when he was disputing with the devil about the body of Moses, did not himself dare to condemn him for slander but said, “The Lord rebuke you!” 10 Yet these people slander whatever they do not understand, and the very things they do understand by instinct—as irrational animals do—will destroy them. 11 Woe to them! They have taken the way of Cain; they have rushed for profit into Balaam’s error; they have been destroyed in Korah’s rebellion. 12 These people are blemishes at your love feasts, eating with you without the slightest qualm—shepherds who feed only themselves. They are clouds without rain, blown along by the wind; autumn trees, without fruit and uprooted—twice dead. 13 They are wild waves of the sea, foaming up their shame; wandering stars, for whom blackest darkness has been reserved forever. 14 Enoch, the seventh from Adam, prophesied about them: “See, the Lord is coming with thousands upon thousands of his holy ones 15 to judge everyone, and to convict all of them of all the ungodly acts they have committed in their ungodliness, and of all the defiant words ungodly sinners have spoken against him.” 16 These people are grumblers and faultfinders; they follow their own evil desires; they boast about themselves and flatter others for their own advantage.
 
But there is no soteriological argument being made. You are simply assuming your argument and applying it to the background.

God’s intent for the entirety of Israel, every single person, is to be a witness to the rest of the world. But not all Israel, indeed for a large part of her history, most of Israel was disobedient in large part. Thus, while God’s plan and desire was for Israel to be a “witness”, they, in large part weren’t, which demonstrates that what God wills isn’t always what happens in terms of man’s response to him.

Do you recall when Jesus , from his very own mouth said.

"But He answered and said, “I was sent only to the lost sheep of the house of Israel.” In case you dont know... He said that in Matt 15 vs 24.

Now....

Who is it you believe the lost sheep were?

Thats false, God dealt in Salvation matters only with a remnant. Only the Remnant was His Israel Rom 9:6

6 Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel:
Generally that would be the faithful prophets, who were His witnesses, Like Isaiah, Jeremiah etc
They were the ones Isa 43:10

The people in general persecuted them, they were Christs prohets Matt 5:12

Rejoice, and be exceeding glad: for great is your reward in heaven: for so persecuted they the prophets which were before you.

Wherefore ye be witnesses unto yourselves, that ye are the children of them which killed the prophets.
They the prophets for the most part were chosen witnesses Jer 1:5

5 Before I formed thee in the belly I knew thee; and before thou camest forth out of the womb I sanctified thee, and I ordained thee a prophet unto the nations.

You not listening to me, Im finished with it. Paul was made a believer in Christ in being made an Apostle of His. And the same goes for all believers in Christ, even if they are not an apostle, they still are sovereignly made to serve His Body in some kind of capacity. The Spirit is sovereign in the assignment 1 Cor 12:18-30

18 But now hath God set the members every one of them in the body, as it hath pleased him.

19 And if they were all one member, where were the body?

20 But now are they many members, yet but one body.

21 And the eye cannot say unto the hand, I have no need of thee: nor again the head to the feet, I have no need of you.

22 Nay, much more those members of the body, which seem to be more feeble, are necessary:

23 And those members of the body, which we think to be less honourable, upon these we bestow more abundant honour; and our uncomely parts have more abundant comeliness.

24 For our comely parts have no need: but God hath tempered the body together, having given more abundant honour to that part which lacked.

25 That there should be no schism in the body; but that the members should have the same care one for another.

26 And whether one member suffer, all the members suffer with it; or one member be honoured, all the members rejoice with it.

27 Now ye are the body of Christ, and members in particular.

28 And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues.

29 Are all apostles? are all prophets? are all teachers? are all workers of miracles?

30 Have all the gifts of healing? do all speak with tongues? do all interpret?

God is sovereign in who becomes a believer and what role of service they shall have.
