Just an aside to wonder out loud how the twins could know of their birthrights in the society they would be born into so that they were fighting about it while in the womb?

Rom 9 is all about Salvation
 
The desire in our hearts that tempts us to do evil is NOT FROM GOD but is from our own addiction to sin which we got by rebelling against either one of HIS commands or against HIM personally as a liar by our free (not enslaved to sin) will.

WE choose to sin - GOD chooses how we express that impulse to express the evil that we have become by our previous rebellion.

and salvation is by faith not national origin or law keeping efforts or unconditional election for that matter

Actually its not more than that, the entire book is grounded in the Gospel of Christ and Salvation Rom 1:15-17

15 So, as much as in me is, I am ready to preach the gospel to you that are at Rome also.

16 For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation
to every one that believeth; to the Jew first, and also to the Greek.

17 For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith.

Romans 9 falls in suit , he even starts it Rom 9:1-3

say the truth in Christ, I lie not, my conscience also bearing me witness in the Holy Ghost,

2 That I have great heaviness and continual sorrow in my heart.
