Whether they believe or not resides with them
All men by nature are consigned, imprisoned in unbelief Rom 11:32

32 For God hath concluded them all in unbelief, that he might have mercy upon all.

The only way to come out of unbelief is not by mans freewill, but by Gods Sovereign Mercy, and thats only reserved for all the vessels of mercy Paul wrote about in chapter 9 23

23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory,

He regenerates them and gives them the Gift of Faith, thats how they come out of unbelief, MERCY

All men by nature are imprisoned in unbelief, but the elect, all of them God will show mercy. Man cant believe God unless God regenerates him by Mercy Titus 3:5-6

5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;

6 Which he shed on us abundantly through Jesus Christ our Saviour;

What is the prison referred to here sir ? Isa 42:7

To open the blind eyes, to bring out the prisoners from the prison, and them that sit in darkness out of the prison house.

The context concerns Christ and who will bring light and truth to those bound up by darkness and sin and set them free

By hearing the word of God and believing it. Read Rom 10:8-13. Regeneration happens after believing in Christ, not before. Calvinism is built on falsehoods.

8 But what does it say? “The word is near you, in your mouth and in your heart” (that is, the word of faith which we preach):
9 that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved.
