Chronologically, to become-come into existence, to be created, to be born-children of God, one must receive and believe in His name first, and then verse 13 defines it is God who births the receiving and believing as His child.

I will also remind you belief and repentance are granted or given by God. They recieved Him.

Let me help you. Verse 13 is specific, your will, your choice have zero to do with it. Read it slower.

Also, belief is something given by God. It does not say they recieved Him by believing. That's called question begging. That would mean believing precedes receiving. It does not say that. So you recieve Christ when you are granted or given belief. All of which has nothing to do with your will. See verse 13.

As civic would say, "that's irrefutable my friend." 😃
 
New Birth is secured to all the elect by virtue of the Death of Christ !

All the elect for whom Christ died shall be in Gods set time, as it is a time in the purpose of God not only to be born physically but for the elect spiritually as well Ecc 3:1-2

To every thing there is a season, and a time to every purpose under the heaven:

2 A time to be born, and a time to die; a time to plant, and a time to pluck up that which is planted;

All for whom Christ died are the ones called according to the purpose of God Rom 8:28-30

28 And we know that all things work together for good to them that love God, to them who are the called according to his purpose.

29 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.

30 Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified

Now the purpose of them to be conformed to the image of Gods Son makes their new birth an absolute must, and a certainty to occur,

Hence Jesus speaking of the fruit of His death says John 3:7

7 Marvel not that I said unto thee, Ye must be born again.

And if He dies Jn 12:24

24 Verily, verily, I say unto you, Except a corn of wheat fall into the ground and die, it abideth alone: but if it die, it bringeth forth much fruit.

The fruit is the new birth !

The fruit from the death of Christ is atonement, not the new birth. The new birth is not atonement. Atonement is the payment for sins committed. That is justification, the declared righteousness, for the repentant believer. The new birth is regeneration, not justification.

1- Repent , turn away from sin
2- the after you repent you get a new heart/spirit ,regeneration, new life, born again etc....
3- repent then you live, have life- ie new heart, spirit.

John below the same order in in his opening of the gospel and in his purpose statement for writing his gospel.

Acts tells us the same order in 11:18- "So then, God has granted even the Gentiles repentance unto life.” Repent precedes life.

Paul confirms the order in Ephesians below as well. Hearing and believing precedes the Holy Spirit that we were sealed with not before belief.

Yes it is the new birth, the drawing is the fruit of the atoning death, and the drawing is the New Birth Jn 12:24,32

32 And I, if I be lifted up from the earth, will draw all men unto me.
