Paul gave credit to the Risen Christ for being used of Christ to make Gentiles obedient to the faith of the Gospel, that is their obedience was wrought by Christ though He used Paul Rom15:17-19

17 I have therefore whereof I may glory through Jesus Christ in those things which pertain to God.

18 For I will not dare to speak of any of those things which Christ hath not wrought by me, to make the Gentiles obedient, by word and deed,

19 Through mighty signs and wonders, by the power of the Spirit of God; so that from Jerusalem, and round about unto Illyricum, I have fully preached the gospel of Christ.

This is effectually caused faith/obedience !

21 And she shall bring forth a son, and thou shalt call his name Jesus: for he shall save his people from their sins.
The angel's revelation to Joseph in Matt 1:21 is specific: that Jesus will free His people, the Jews. But there was more to His mission then that. He sought out and saved the woman at the well and the Samaritans of her town.

Jesus’ goal was to save. It was a goal that He reached: “I have brought you glory on earth by finishing the work you gave me to do” John 17:4

Jesus continues to seek and save those who humbly place their faith in Him.

The next day John saw Jesus coming toward him, and said, “Behold! The Lamb of God who takes away the sin of the world!

When Jesus conducted His earthly ministry, He identified His own ministry as to "the lost sheep of Israel" (Mt 15:22 onwards). When Jesus commissioned the disciples in Acts 1:8, the order specified was "in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth". In each case, it was to the Jew first.

Paul's view of the Jews was a people "to whom pertaineth the adoption, and the glory, and the covenants, and the giving of the law, and the service of God, and the promises" Rom 9:4

So given the path through which the gospel came, it was appropriate for Paul to deliver the message "to the Jew first".
