The passages you posted do not say we cannot decide differently. One can be an addict but decide not to be an addict and never be one again. There were times before being born from the Spirit that I did something and decided never to do again. This happens all the time. This is why we cannot fall back on, "the devil made me do it". We can and do exercise our will while unregenerate, even against the desires of the evil one.

God of His grace saves all who repent and believes in Jesus Christ His Son.

The very first message Jesus preached was repent. That same message is preached today.

Repent is the act of giving careful thought and changing one's mind. This is an act of the human will. God saves the person who repents and believes in the Lord Jesus Christ.

Jesus said to the unregenerate, one must count the cost of following Him. This is giving careful thought and making a wholehearted decision.

The reality is, mankind does have a will that God expects one to use to come to Him and forsake a life of evil. The Lord Himself lamented over the inhabitants of Jerusalem, "How often I wanted to gather your children together, as a hen gathers her chicks under her wings, but you were not willing!" And He wept over them.

Notice the Lord said "you were not willing". This is an act of the will to resist God's clear message. And He wept over their destruction for being unwilling. So if they were unwilling and Jesus wept over it, this means there were those who were willing and Jesus was joyful about it. The book of Acts is filled with the ones who were willing. And to this day, the ones who are willing are entering the Kingdom of God by the grace of God through faith in Jesus Christ.

So, human willingness is absolutely involved, and not only willingness but careful thought to how much they must be willing when coming to God through Christ; one must die to their old life and fully receive the new one from God by faith. Count the cost.

You can't assume grace was never working in these people's lives since birth.
That then would mean God was working in their lives to believe but never wanting that goal to be achieved. That wouldn't be a double minded thing?

And all this talk by some that see there by God hardening some people's hearts so they wouldn't believe that means he doesn't want them saved AT ANY TIME of the future. We read in Acts 6:7
".... that many priest became obedient to the faith." The fact that God loves all sinners and wants them to repent still holds true.

Can the Ethiopian change his skin, or the leopard his spots? then may ye also do good, that are accustomed to do evil.

Jesus as Saviour gives a change of mind Acts 5:31

1 Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.

Jesus as Saviour gives a change of mind Acts 5:31

1 Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.

Repentance is the greek word :metanoia: change of mind, repentance

Now if you think man by his own freewill can stop being what he is by nature, and change his mind and become obedient, then congratulations, you have crowned man as his own saviour from sin.
Clearly scripture teaches man is capable of believing the gospel

John 1:6–7 (KJV 1900) — 6 There was a man sent from God, whose name was John. 7 The same came for a witness, to bear witness of the Light, that all men through him might believe.

John 5:45–46 (KJV 1900) — 45 Do not think that I will accuse you to the Father: there is one that accuseth you, even Moses, in whom ye trust. 46 For had ye believed Moses, ye would have believed me: for he wrote of me.

John 4:39 (KJV 1900) — 39 And many of the Samaritans of that city believed on him for the saying of the woman, which testified, He told me all that ever I did.

John 17:20 (KJV 1900) — 20 Neither pray I for these alone, but for them also which shall believe on me through their word;

John 20:31 (KJV 1900) — 31 But these are written, that ye might believe that Jesus is the Christ, the Son of God; and that believing ye might have life through his name.
