Regeneration precedes faith. It is Christ who makes you alive. Those who were dead in trespasses and sins.

Name a person who hopes to be saved but actually has no hope because they have not been chosen? It's a by product of your imagination. No one would believe if God did not grant then belief and repentance. God is not at fault for leaving some where they wish to be.

Galatians 3:26 (KJV 1900) — 26 For ye are all the children of God by faith in Christ Jesus.

and ignoring context in the verse you quote

It concerns those speaking by mean of a supernatural spirit

Those who deny Christ are speaking by another Spirit
