Where in the Bible does God decree everything ?

Genesis 50:20 [NKJV] "But as for you, you meant evil against me; but God meant it for good, in order to bring it about as it is this day, to save many people alive."

Not less than 100% control for God, just less than 20/20 vision for us. ;)

Yes, sin came from the brothers. But God MEANT IT to happen. Not allowed it. MEANT IT. God didn't control the brothers like robots, but he MEANT for them to do what they did. If you can grasp how both can be true at the same time, you can begin to grasp how God's sovereignty and man's (fallen) free will are not at odds.

That is the way God works. He OVERCOMES.... evil. With good.

God did not determine the evil that happened to Joseph that was all his brothers doing. God used those circumstances of evil/sin to work out good from that in both Joseph's life and his brothers. God knew this would happen but did not make it happen via calvinisms predestination.

Intended. Meant. God ordained it to be so. God made sure it happened so that good could come from it. No matter how you slice it, God meant it, God intended it, and that's not the same thing as "it happened and God allowed it so He could use it for good".

It doesn’t say God predestined it to happen but that He turned the brothers sin/ evil into good as the outcome.

Was is just a lucky coincidence that the slavers that came by happened to be going to Egypt?
If they were heading to Assyria, would everyone have starved when the famine came and would there have been no Passover Supper for Jesus to use to teach us about His body and His blood?
