All of Romans is written to believers about believers . Its written to people whom Paul had heard of the Faith, so they are the regenerated Rom 1:8

EVERYBODY ISN'T "BORN AGAIN". SO regardless of man's "theology", the Bible indicates that MANY, if not MOST PEOPLE will not included in the "Book of Life" for whatever reason. Romans 9 goes into the issue.
