The words that you are quoting from Ephesians were spoken to those described as 'saints' and 'faithful'. They were chosen, in Christ, that they should be holy and without blame before God in love. They had been pre-destinated unto adoption by Jesus Christ to God the Father Himself.

This could be achieved because God has foreknowledge, and therefore new beforehand those who would believe. Therefore the righteousness of God was imputed unto them,at the moment that they believed God concerning the person and work of the Lord Jesus Chris., Yes, they were justified by faith, when they heard and believed God, as Abraham was.
