The believer is set free from the sinful nature, and is free to choose by whom he will be controlled. (Rom 7 is not speaking of a believer’s experience.) You cannot be freed from sin and a slave to sin at the same time.

But they don’t have to, they are able to not sin. They can live by the Spirit and fulfill all the righteous requirements of the law.
