It is not true of Acts 1045. In verse 46 it describes what had just happened was that they were given the ability to speak in tongues.
 
None of that is true. They received the ability to speak in tongues. There is nothing in the NT that says that they must first be regenerated for them to receive that ability. There in fact is no direct connection between receiving the Spirit to perform miracles and receiving the gift of the indwelling Spirit in regeneration.
This is scripture

John 7:38–39 (LSB) — 38 “He who believes in Me, as the Scripture said, ‘From his innermost being will flow rivers of living water.’” - indwelling

39 But this He spoke of the Spirit, whom those who believed in Him were going to receive; for the Spirit was not yet given, because Jesus was not yet glorified. - reception of the spirit


The indwelling is equated with receiving the Spirit

You can deny it if you like but you would be denying scripture

Additionally, the text below states they received the Spirit

Acts 10:47–48 (KJV 1900) — 47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we? 48 And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.

and were given the Spirit

Acts 15:8–9 (KJV 1900) — 8 And God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as he did unto us; 9 And put no difference between us and them, purifying their hearts by faith.

it does not state they received a gift of tongues or were given a gift of tongues

That is a major contradiction
As I have stated, "receive the Spirit" in most places in the NT, especially Acts, refers not to the indwelling but only to the miraculous empowerment of the Spirit. As is clearly noted in Scripture, the instant one is "in Christ" that person receives the indwelling of the Holy Spirit, because the Holy Spirit is the first installment of our inheritance in Christ (Eph 1:13-14). The men in Acts 8 were in Christ; they were saved, so they had the indwelling of the Spirit. They did not have miraculous empowerment of the Spirit, the empowerment that can be seen and experienced by those other than the one who receives the Spirit.
 
If a person has received the Holy Spirit is to have the Holy Spirit dwell in them.

Now we have received, not the spirit of the world, but the Spirit who is from God; that we might know the things that are freely given to us by God.
(3:6) Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you?


Cornelius and the other Gentiles with him received the Holy Spirit.

Therefore, they had the Holy Spirit dwell in them - before their water baptism (Acts 10:48).
Again, just because 1 Cor 2:12 and 3:6 speak of the Spirit dwelling in us, and us receiving the Spirit, does not mean that everyone who receives the Spirit has Him dwelling within them. You are applying the meaning of a phrase from one place in Scripture to another place in Scripture where the context does not support the applied meaning. As has been pointed out, Scripture shows that:
Only those who have been baptized into Christ are in Christ,
Only those who are in Christ are saved,
Only those who are saved have the indwelling of the Spirit.
Cornelius had not yet been baptized into Christ, so he was not yet saved, so he did not have the indwelling of the Spirit even though the Spirit had fallen ON him in power.
 
When the Holy Spirit filled those in Acts 2:4 the Holy Spirit dwelt in them.
The Spirit already indwelt them, they only received miraculous empowerment at when He fell ON them at that point.

The indwelling Holy Spirit is a New Covenant work of the Holy Spirit. That is the message of Jeremiah 31:31-34. But the Holy Spirit was received by select individuals throughout the OT and into the NT as well. Those two works of the Holy Spirit are separate and distinct.
