Foreknow in Romans 8 is a verb. So what action by God is it referring to??

No one believes unless it is granted by God that you do so.

4 who desires all men to be saved and to come to the knowledge of the truth.

Desire and purpose have to be aligned otherwise you're talking about a conflicted being. That explains how the calvinist god is a conflicted god that does not know whether he's coming or going. 🤪

As for purpose, the Cross was purposed so that whoever actively come to faith (God's desire) he will be saved. See John 3:16.

16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.
