Read 1 Tim 2:1-5 about God's desire that all be saved:
1 Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men,
2 for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence.
3 For this is good and acceptable in the sight of God our Savior,
4 who desires all men to be saved and to come to the knowledge of the truth.
How else can one "come to the knowledge of the truth" than by believing?

Desire and purpose have to be aligned otherwise you're talking about a conflicted being. That explains how the calvinist god is a conflicted god that does not know whether he's coming or going.
As for purpose, the Cross was purposed so that whoever actively come to faith (God's desire) he will be saved. See John 3:16.
16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.
