The question is why they cannot hear, it is because they “refuse to listen when I call…” (Prov 1:24)

No one incapable of listening/believing they just refuse to do so, because they are listening to and believing the words of the devil, their father.

47 He that is of God heareth God's words: ye therefore hear them not, because ye are not of God. And to be of God simply means to be saved, so people cannot hear the word of God Spiritually unless they are saved.

They choose to believe the words of their father, the Devil rather than the words of God.

Preaching the Gospel of Grace, this entails:

the accomplishment of eternal salvation and for who, the election of grace, not all mankind. There is no salvation by grace biblically speaking apart from the remnant election of grace versus works Rom 11:5-7
5 Even so then at this present time also there is a remnant according to the election of grace.

6 And if by grace, then is it no more of works: otherwise grace is no more grace. But if it be of works, then it is no more grace: otherwise work is no more work.

7 What then? Israel hath not obtained that which he seeketh for[salvation]; but the election hath obtained it[salvation], and the rest were blinded.

See the Salvation to be obtained which is Christ Jesus, is for a election of grace 2 Tim 2:10

Now in Rom 11 Paul was specifically speaking of a elect remnant out of the jews, however in 2 Tim 2:10 he mainly speakingof an elect remnant also out of the Gentiles, for he was specifically designated to be an ambassador,messenger to them, he made that clear early on to Timothy

2 Tm 1:11

Whereunto I am appointed a preacher, and an apostle, and a teacher of the Gentiles.

2 Tim 4:17

Notwithstanding the Lord stood with me, and strengthened me; that by me the preaching might be fully known, and that all the Gentiles might hear: and I was delivered out of the mouth of the lion.

This is a indictment against them who speak out of ignorance that jews only were Gods elect, for also God had an elect out of the Gentiles see Acts 15:14

14 Simeon hath declared m how God at the first did visit the Gentiles, to take out of them a people for his name.

Notice, He visited the Gentiles "to take out of them" a people : to take out has the words lambanō and ἐκ meaning

  1. to take, to choose, select and ek away or out from

Again James here is preaching election from among the Gentiles for Gods name, not all gentiles but only a remnant from them. This also is preaching Grace Salvation !
 
Micah the OT Prophet of God preaches Salvation by Grace but only for a remnant Micah 7:18-20

18 Who is a God like unto thee, that pardoneth iniquity, and passeth by the transgression of the remnant of his heritage? he retaineth not his anger for ever, because he delighteth in mercy.

19 He will turn again, he will have compassion upon us[remnant]; he will subdue our[remnant] iniquities; and thou wilt cast all their[remnant] sins into the depths of the sea.

20 Thou wilt perform the truth to Jacob[elect], and the mercy to Abraham[chosen], which thou hast sworn unto our fathers from the days of old.

Notice Vs 18 that Mercy and Pardon is reserved only for a remnant called His heritage:

Paul writes of the redeemed church Titus 2:14

Who gave himself for us, that he might redeem us from all iniquity, and purify unto himself a peculiar people, zealous of good works.

The word peculiar periousios means:

that which is one's own, belonging to one's possessions

  1. a people selected by God from the other nations for his own possession

This is preaching grace, and the all men in Titus 2:11 can only refer to the elect remnant out of all nations, grace bringing them salvation, for Vs 11 and Vs 14 must contextually agree.

Jeremiah 13:23 is a metaphorical text that describes the state and condition of men by nature. The text compares men to the Ethiopian or blackamoor, who are very black, both with original and actual sin, very guilty, and very uncomely. The blackness is natural to them, and it is impossible to be removed but by the grace of God and blood of Christ.

Different theological viewpoints may interpret this verse along a spectrum from Calvinist perspectives, concerning the total depravity of man and the need for divine grace to effect change, to an Arminian emphasis on the human responsibility to choose the good with the aid of prevenient grace.
