What about the sequence argument with relationship/ love within the Trinity prior to creation. Was God relational before creation and was there are sequence with thought ? It’s an interesting idea to contemplateI see God as outside of time.
This could be seen as "static" but I would not use that word personally.

We see God knowing free choices ahead of time.
We know God dwells in eternity, Isaiah 57:15.
God is outside of time—there is no good reason to place limitations on them.

"Outside of sequence" is not ORDER. It is chaos.
