People in the flesh that Paul is referring to in Romans 8:8 that cannot please God are Unregenerate individuals that lack having Jesus as Lord.
A person in the flesh is the unregenerate, no one having the Spirit can be classified in the flesh Paul said in Vs 9

9 ;But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

The unregenerate in the flesh dont have the Spirit, so they cannot please God Rom 8:8

Remember, Ezekiel is speaking to men who have already heard the righteous judgments of God but had turned away from them to follow a man-made religion.

Ez. 20: 18 But I said unto their children in the wilderness, Walk ye not in the statutes of your fathers, neither observe their judgments, nor defile yourselves with their idols: 19 I am the LORD your God; walk in my statutes, and keep my judgments, and do them; 20 And hallow my sabbaths; and they shall be a sign between me and you, that ye may know that I am the LORD your God. 21 Notwithstanding the children rebelled against me: they walked not in my statutes, neither kept my judgments to do them, which if a man do, he shall even live in them; they polluted my sabbaths: then I said, I would pour out my fury upon them, to accomplish my anger against them in the wilderness.

So it is important to acknowledge the TRUTH that God, through Ezekiel, is speak to men who have heard His Voice, but had turned away from His Judgments towards another voice in the garden.

Shouldn't the "New heart and New Spirit" come from the God and Father of the Lord's Christ? If a Pharisee repented and turned to the religious sect of the Sadducee, would he make in himself the heart and Spirit addressed by Ezekiel?

So then, after you have found yourself in transgression of God's righteous judgments, and repented of this transgression, doesn't the Bible teach men to "Turn to God" as Paul clearly instructs?

Eph. 4: 23 And be renewed in the spirit of your mind; 24 And that "ye put on the new man", "which after God" is created in righteousness and true holiness.

There is an important truth of the Gospel, as defined in the Law and Prophets from which it came. If I "Yield myself" to the traditions and philosophies of the religious sect of the Pharisees, my "faith" would be in that religion. If I "Yield myself" to the traditions and philosophies of Catholicism, then my faith would be in that religion. The same for "yielding myself" to any of this world's many religious sects and businesses, who "profess to know God". But if I believe what is actually written in scriptures, and "Yield myself" to God, as defined in the Holy Scriptures, and my body as instruments of righteousness unto this same God, like my Lord and Savior the Jesus "of the Bible" did, is that not the new heart and new spirit that Paul and Ezekiel teach for me to "put on"?

And in doing so, my Faith would be the "Faith of Jesus" in the same "One True God" that HE worshiped, and that HE wants me to know and also worship, whose Words HE lived by, and instructed all men to "Live by".

Therefore, according to what is actually written in Scripture, the part you omitted, "Turn to God", is, according to what is written in Scriptures, an essential part of the Gospel of the Christ, "of the bible". This part was missing from the mainstream religions of Jesus Time, just as it is missing in the mainstream religious businesses and sects of this world God placed me in.

Can a man have "life" without Faith in the God and Father of the Lord's Christ? And if he can, then why is the Jesus "of the Bible" advocating between HIM and me?
