Yes they were because they had no substitute that was cursed in their behalf, like Christ was for the Sheep.

Christ was not cursed just for the sheep. He was cursed. Period. Because cursed is everyone who is hung on a tree. Period. There is no qualification. Christ Jesus died for EVERYONE, not just the Church (1 John 2:2)(I know I have pointed out that verse to you before, but you seem to have forgotten it, ignored it, or don't think that John's writings are Scripture).

Condemnation came upon all mankind thorough Adam, not just upon the "non-elect", because EVERYONE has sinned and is therefore condemned before God.

and they never had a substitute for them to be cursed in their behalf, so consequently they never come from under the condemnation of the law. They are born cursed children like these 2 Pet 2 14

Us is a definite group of people.

All the ones He was cursed for, redeemed, they are given the Spirit because of it Gal 4:4-6

4 But when the fulness of the time was come, God sent forth his Son, made of a woman, made under the law,

5 To redeem them that were under the law, that we might receive the adoption of sons.

6 And because ye are sons, God hath sent forth the Spirit of his Son into your hearts, crying, Abba, Father.

Rom 5:18 is talking about the elect and not mankind in General, the all men in Rom 5:18 are the Many in Rom 5:19 the elect. And the all and or many were Justified or made righteous as the result of the actions of one. That in itself proves the limitation.

The all men of Rom 5:18 the results of the one resulted in their Justification of life, period ! If it was for all mankind without exception, thats universalism, good luck with that heresy
