Salvation is given as a gift (grace) to the man who has faith. Faith is the condition upon which God gives His gift of salvation (Eph 2:8-9, John 3:16, Acts 16:31, and many others). And it is by God's foreknowledge of who would have faith that He says He gave His gift before the foundation of the world (Rom 8:29).
