He left Earth still incarnate, still in human form, and He still lives and exists today. So Paul is speaking in the present tense of Jesus who still lives, and that He, while in human form, had and has the full deity of God within Him.

Jesus was only SPIRIT until He was incarnate in the child born to Mary. Upon His incarnation, He was both physical man and God at the same time. In His physical flesh the full deity of God resides. He is not just God after His ascension, but while He was in the flesh as well, He is God.

Jesus reduced Himself, emptied Himself, of all the power, omnipresence, omniscience, and omnipotence that are His by right as God. He was not omnipresent as a man. He only did any of His miracles and obtained all of His supernatural knowledge from the Holy Spirit (Matt 12:28, John 3:31-34 and many more).
