Rom 8:29 - "For those whom He foreknew, He also predestined to become conformed to the image of His Son, so that He would be the firstborn among many brothers and sisters;"
Now, who did He predestine to become conformed to the image of His Son? Those He foreknew.
That means that it is upon His foreknowledge of who would honor Him that He predestined them to be made like His Son. They weren't already His. They weren't already elect. He made them "the elect" because He already knew the choices they would make. He didn't arbitrarily select this one to be saved and this one to not be. He gave us choice.
