No, the ten toes do not equate to the ten horns. The toes are not numbered in the prophecy, and the only reference to them is that they were mixed iron and clay (strong but fragile). The kingdom of Rome did conquer all the other kingdoms before it, but it would not last. And during the days of the kings of the fourth kingdom (ROME), the Kingdom of God (the Church) was established (as you yourself have admitted).
