God can predetermine or ordain anything He wants. That is not an issue.

And just who are those? That is what you should be asking.
And who are they? That is not a secret.
No, that is not the point. The point is the basis upon which the choice is being made. Who is making the choice shouldn't even be a question in anyone's mind. Clearly it is God. But the question is on what basis is God making that choice.
Rom 8:28 And we know that for those who love God all things work together for good, for those who are called according to his purpose. 29 For [because] those whom he foreknew he also predestined to be conformed to the image of his Son,
Rom 8:30 ......, and those whom he called he also justified, and those whom he justified he also glorified.
That is, saving those who love God is the good referred to in verse 28.

In the 1990s my mom went in for surgery for a lump in her breasts,
3 entirly different mammograms and 2 separate radiologist diagnosed it and she ws scheululed for surgerty.
Came the morning of the surgery and she was taken back... and an hour later brought out....
She was crying and we thought it must have spread very bad.
NOPE....
It disappeared. A fourth machich could not find it for them to put the wire in for the surgery....
The surgeon ask my mom what she did over the weekend.... and she said we prayed.
His comment was....
"Well, it worked."
God changed her future....
so He can if it be His choice.

Can an omniscient God see the future perfectly without predetermining what it will be?

It does not say they were called because they loved God.
Then His knowledge of the future was untrue prior to Him changing His mind. Not to mention the fact God is omniscient ans would have known He was going to change His mind which is really no change of mind at all.
Is Gods foreknowledge bound by what He foresees? Is He bound by something outside of Himself?
Because the reason is not known does not mean there is not one. Simple logicMust be random

God’s omniscience sees/knows the full scope of what can be, will be, and won’t be. None of this requires God predetermining anything.
What he sees may not be exactly what he wants but he allows it, knowing his sovereignty cannot ultimately be thwarted. “Whatever a man sows, that he will reap.”

So God is bound by His foreknowledge. For instance, He knows the number of the elect. That cannot change can it? If not why not?

If I know that the train comes in front of my house every day on time at 6:00 pm ( foreknowledge) and I let my son know never to be near the train tracks at that time and he does it anyways one day and is killed by the train did I predetermine his death ? Yes or no
