"Works Salvation"

Nothing but the blood of Jesus,
Matthew 26:28,
- for this is My blood of the new testament which is shed for many for the forgiveness of sins
Acts 2:38,
- then Peter said...repent and be baptized every one of you.... for the forgiveness of sins

Acts 22:16,
- and now why are you waiting Arise and be baptized and wash away your sins calling on the name of the Lord

In new testament baptism is where we contact the blood of Jesus to wash away our sins.

Paul said so,
Romans 6:3-7
- know ye not, that so many of us as were baptized into Jesus Christ were baptized into His death
Therefore we are buried with Jesus by baptism into death, that LIKE Christ was raised up from the dead by the glory of the Father even so we also should walk in NEWNESS of Life

- knowing this that our old sinful man, is CRUCIFIED WITH CHRIST that the body of sin might be DESTROYED

- for he that is dead(the old man of sin is crucified then buried with Christ in baptism)
- is JUSTIFIED from sin

Paul teaches us we are justified in new testament baptism where the old sinful self is crucified with Christ, buried with Christ and raised(ressurected) with Christ born again in newness of life i.e. when we are justified in Christ.
Baptism is where we contact the blood of Christ.

Paul teaches we obeyed this doctrine(gospel baptism)and saved by it,
Romans 6: 1-7 ; 17-18,
- but God be thanked that ye were servants of sin but ye have obeyed from the heart that form of doctrine which DELIVERED YOU
- being made free from sin ye became servants of righteousness(justified)

1Peter 3:20-21,
- the like figure whereunto even baptism doth also now save us, not(heres what baptism is not) the putting away of the filth of the flesh(baptism is not taking a bath to clean the physical body)
- but the answer of a good conscience toward the RESSURECTION OF CHRIST

Baptism in the name of Jesus Christ is when we contact the blood of Christ and Gods grace washes away our sins.
ALL GOOD except that you changed the beginning of your post at the end with this:
1Peter 3:20-21,
- the like figure whereunto even baptism doth also now save us, not(heres what baptism is not) the putting away of the filth of the flesh(baptism is not taking a bath to clean the physical body)
- but the answer of a good conscience toward the RESSURECTION OF CHRIST

Not what, rather who and when. The answer then is God washed away Paul's sins when he was baptized/
What about a person who believes but does not get water baptized right away???

Does God have that person's sins on 'hold' until the day he/she takes a dunk???

I have no way to answer that question. The Bible never gives us the answer to it.
Yes, the Bible has the answer to that question.

Did the thief on the cross next to JESUS come down from his cross, get water baptized, then back unto the cross to die

Obvious TRUTH = no need for the thief to be water baptized = the Blood of the New Covenant washed his sins away

The thief may well have been baptized in John's baptism. But no matter, the thief on the cross died under the Old Covenant; the New Covenant had not yet been established.

Works of law.
Yes but more specifically works of the law of Moses. Paul referred to these works that do not save as works where by if men could be saved by them, they would boast. There are works in the gospel of Jesus Christ that are required by God, belief, repentance, public confession, water baptism, faithful living. But these works do not save by meriting salvation so doing these works, one has nothing to boast about.
Do you believe Jesus' new testament gospel is law that we are under today?
Some believe we are no longer under law but only under Grace. This is wrong.
