"evil" is too undefined a term for a simple "yes" or "no" answer to your question. God allowed EVIL men to crucify Christ ... and in doing so, we were redeemed. So was the act which God allowed "evil" or "good"? ... it was CERTAINLY part of God's plan and no accident! ... so God definitely ALLOWED it.
