If you believe what Jesus said that He was sent to the lost sheep of the house of Israel, and if you believe that He was the fulfillment of covenant promises God made to Israel and that He came to teach Israel then you have to take His words in context to whom He was speaking to: Israel.

He said, "that you may be the children of YOUR Father (Israel's.)" The twelve tribes were present in Israel and Jesus' words are to them. At this point in Israel's history the tribes were still possessing animosity towards each other and Jesus said those words to attempt healing and unity among them. The original command is in Leviticus 19.
But if you want to understand His words to Israel as though He's speaking to Gentiles of the world at large then have at it.

But I will say that I tend to believe the "other sheep" may refer to Gentiles with whom God has NO COVENANT. If Jesus is the fulfillment of the covenant prophecies and promises of God to the Jews, and Jesus is a Jewish Messiah come in fulfillment of those prophecies and promises and covenants of God, and Jesus Himself says He was sent to the lost sheep of the house of Israel, and the Church He said He was to build was founded by Jews, and the first churches Jesus built were populated by Jewish Christians, and God spent 4000 years of progressive covenants and prophecies and promises specifically tailored to and for Israel, it is unreasonable that His first message and the ones to follow would be to Gentiles.

In Matthew Jesus is speaking to the twelve tribes and addressing their kingdom animosities between the ten northern tribal kingdom and the two southern tribal kingdoms. That's the context of Israel's Messiah to the children of Israel. So, read it in the context in which it was written and come to the knowledge of the truth and as Gentile stop trying to steal Israel's covenants and promises.
