Yes it refers to judgement. It's right there in the passage you quoted. There is nothing there about worshipping Jesus.

The reason being Jesus does all that the father does

The father works on the sabbath, sustaining all that is

The son works also

Whatever the father does, the son does also

The father raises the dead and makes alive, so also the son makes alive

So because the son does all that the father does, they should be honored equally
