Regeneration is through the indwelling Spirit

Unbelievers do not receive the spirit

John 14:16–17 (KJV 1900) — 16 And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; 17 Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.

nor are they given life (regeneration)

John 3:36 (ESV) — 36 Whoever believes in the Son has eternal life; whoever does not obey the Son shall not see life, but the wrath of God remains on him.
Unbelievers/ sinners that Christ died for, shall be regenerated by the Spirt and given the fruit of faith !

The world in Jn 14:17 is the non elect reprobate world who Christ didnt pray for nor die for Jn 17:9

They cant receive the Spirit because Christ didnt die for them, they were not His Sheep, sorry

Christ died for all - you just ignored that

In scripture we have a couple pictures of regeneration


The first is Ezekiel's valley of dry bones

Ezekiel 37:1–14 (ESV) — 1 The hand of the LORD was upon me, and he brought me out in the Spirit of the LORD and set me down in the middle of the valley; it was full of bones. 2 And he led me around among them, and behold, there were very many on the surface of the valley, and behold, they were very dry. 3 And he said to me, “Son of man, can these bones live?” And I answered, “O Lord GOD, you know.” 4 Then he said to me, “Prophesy over these bones, and say to them, O dry bones, hear the word of the LORD. 5 Thus says the Lord GOD to these bones: Behold, I will cause breath to enter you, and you shall live. 6 And I will lay sinews upon you, and will cause flesh to come upon you, and cover you with skin, and put breath in you, and you shall live, and you shall know that I am the LORD.” 7 So I prophesied as I was commanded. And as I prophesied, there was a sound, and behold, a rattling, and the bones came together, bone to its bone. 8 And I looked, and behold, there were sinews on them, and flesh had come upon them, and skin had covered them. Behold, they say, ‘Our bones are dried up, and our hope is lost; we are indeed cut off.’ 12 Therefore prophesy, and say to them, Thus says the Lord GOD: Behold, I will open your graves and raise you from your graves, O my people. And I will bring you into the land of Israel. 13 And you shall know that I am the LORD, when I open your graves, and raise you from your graves, O my people. 14 And I will put my Spirit within you, and you shall live, and I will place you in your own land. Then you shall know that I am the LORD; I have spoken, and I will do it, declares the LORD.”

It will be noted there was no life in these bones until breath (heb Ruach - breath, wind, spirit) was placed in them

and indeed the same word is translated Spirit at verse 14

Regeneration is the impartation of life - The indwelling of the spirit brings it about

Ezekiel 36:25–27 (KJV 1900) — 25 Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you. 26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. 27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.

It is the indwelling of the Spirit which enables one to walk in God statutes

Regeneration is affirmed as that which enables one to walk in God's statutes.

John 4:10–14 (KJV 1900) — 10 Jesus answered and said unto her, If thou knewest the gift of God, and who it is that saith to thee, Give me to drink; thou wouldest have asked of him, and he would have given thee living water. 11 The woman saith unto him, Sir, thou hast nothing to draw with, and the well is deep: from whence then hast thou that living water? 12 Art thou greater than our father Jacob, which gave us the well, and drank thereof himself, and his children, and his cattle? 13 Jesus answered and said unto her, Whosoever drinketh of this water shall thirst again: 14 But whosoever drinketh of the water that I shall give him shall never thirst; but the water that I shall give him shall be in him a well of water springing up into everlasting life.

Where the work of the indwelling Spirit is described as living water springing up to everlasting life.

Note: Living water is a reference to the Holy Spirit

John 7:38–39 (KJV 1900) — 38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. 39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)
I agree with your OP. The transformation of a person’s spiritual condition from death to life through the work of the Holy Spirit.

Eph 4:24 And put on the new nature (the regenerate self) created in God’s image, [Godlike] in true righteousness and holiness.

Titus 3:5 He saved us, not because of any works of righteousness that we had done, but because of His own pity and mercy, by [the] cleansing [bath] of the new birth (regeneration) and renewing of the Holy Spirit,
