To be born of God. The word of is the prep ek meaning out from God, its the same prep John used earlier describing who believes in Jesus, those who had been born of God Jn 1:13

All sinners Christ died for are sinners and unbelievers when they are born, yet they are sanctified by Christs death and reconciled by His death Heb 10:10; Rom 5:10 but they shall be saved by His Life, that is Regeneration and then they become believers.

A Person cant come to Christ unless theyre regenerated and drawn Jn 6:44

44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.

Drawing is Gods Power. The word draw means:

That inward power is Spirit of God leading to Christ Rom 8:14
For as many as are led by the Spirit of God, they are the sons of God.
