If a person never believes in Jesus, its because they were not one of His Sheep He died for Jn 10:26
But ye believe not, because ye are not of my sheep, as I said unto you.
No one has the right to believe on Christ if He didn't die for them, Faith is given to all for whom He died Phil 1:29
29 For unto you it is given in the behalf of Christ, not only to believe on him, but also to suffer for his sake;

Paul is not saying that their faith was given to them, but that the opportunity to believe was given to them by God's grace as God sent Paul there to present the gospel and plant the church:
