Only the Apostles were Predestined

No, Judas died before the foundation of the New Covenant Church on the Day of Pentecost. I believe it will be Paul because Jesus chose ALL His disciples, not Peter.

Judas died under the Law. He died obeying the Law. He was present at the last Passover where Jesus said, [my body and blood] are given FOR YOU (the twelve Jewish men who represented the twelve tribes of Israel.
Judas' name will be on the foundation of the wall of New Jerusalem for he was chosen and elect of God and a true apostle of the Lamb.
As a matter of fact Judas and the other eleven are identified as "apostles of the Lamb" which dates the twelve as apostles when Jesus was on the planet as the "Lamb of God" by John.
Judas repented (threw the money back at the priests), confessed his sin, but salvation is not gained by any act men do. Salvation is purely by the grace of God.

This passage is for those that understand the salvation of the LORD.
All the elements of salvation are clearly recorded here in Matthew.

But first:

12 And it came to pass in those days, that he went out into a mountain to pray, and continued all night in prayer to God.
13 And when it was day, he called unto him his disciples: and of them he chose twelve, whom also he named apostles;
14 Simon, (whom he also named Peter,) and Andrew his brother, James and John, Philip and Bartholomew,
15 Matthew and Thomas, James the son of Alphaeus, and Simon called Zelotes,
16 And Judas the brother of James, and Judas Iscariot, which also was the traitor.
Luke 6:12–16.

Luke says Jesus named the twelve, "apostles."
Jesus chose these twelve Jewish men after Jesus spent all night in conversation with His Father, and when day came Jesus called His disciples and of these, He chose twelve and named them apostles.
If Jesus named the twelve "apostles", who are we to contradict the Lord and oppose Him?

Now pay attention:

3 Then Judas, which had betrayed him, when he saw that he was condemned, repented himself, and brought again the thirty pieces of silver to the chief priests and elders,
4 Saying, I have sinned in that I have betrayed the innocent blood. And they said, What is that to us? see thou to that.
5 And he cast down the pieces of silver in the temple, and departed, and went and hanged himself.
Matthew 27:3–5.

Judas "saw" that Jesus was condemned to die. What does the Law say about persons who are complicit in the death of an innocent man (Jesus)?
The Law commands "life for life."
Judas recognized his sin and repented by returning the money back to the priests. He rejected mammon.
He confessed his sin and then what happened?
The priests took Judas out of the city and with the people they stoned Judas until dead, right?
No, but that was what was supposed to happen.
Instead, the priests told him, "What is that to us? See thou to that!"
In other words, they told Judas to "handle it (yourself)!"

So, in obedience to the Law of Moses of life for life he went out and hanged himself.
Judas was called and chosen in the same capacity as the other eleven. Judas brought forth works meet for repentance.
Judas was a true apostle. There are no true apostles in "hell."
Judas is with Jesus and the Lord is honoring him by writing his name and the names of the other eleven apostles in the foundation of the wall of New Jerusalem.
Judas is saved, washed in the blood of the Lord Jesus Christ.
Remember what Jesus said?

29 And I appoint unto you a kingdom, as my Father hath appointed unto me;
30 That ye may eat and drink at my table in my kingdom, and sit on thrones judging the twelve tribes of Israel.
Luke 22:29-30.

Twelve thrones in heaven, one for each apostle of the Lamb.

But more importantly, Jesus also said:

20 Likewise also the cup after supper, saying, This cup is the new testament in my blood, which is shed for you.
Luke 22:20.

Atonement made. Judas is saved.

Are you from any of the twelve tribes of Israel? The answer is "No."
The Biblical "neighbor" is identified as someone of a different tribe in context to the Hebrew people and only in context to the Hebrew people. It doesn't mean anyone who lives next door to you or across the hall in an apartment complex. The original meaning of "neighbor" where the Scripture is concern is someone of another tribe that lived next to another tribe. A brother is someone of the same tribe.

According to the dictates of the New Covenant described in Jeremiah's prophecy declares God forgiving the Hebrew people and remembering their sin no more. This is called atonement, and it is Jesus Christ fulfilling the Law of Moses in all points. The New Covenant is only the Mosaic Covenant fulfilled by Jesus Christ. God used the sacrificial system of worship under the Law to accomplish Israel's atonement, and Israel didn't have to do anything. It is all strictly God.

I don't know what you mean by this. But according to what I believe, I agree with these words.
As Jonah says in 2:9, "salvation is of the Lord."
God saves through covenant and in my study of Scripture I find no covenant in Scripture between the God of Abraham and non-Hebrew Gentiles.

There is no such thing as "accept Jesus into your heart and you will be saved," for covenant works against such fallacies. If one is in a covenant with God, then the particulars of that covenant dictate eternal security, NOT a confession of the mouth.

Romans 7:5-6
5 For when we were in the flesh, the sinful passions which were aroused by the law were at work in our members to bear fruit to death. 6 But now we have been delivered from the law, having died to what we were held by, so that we should serve in the newness of the Spirit and not in the oldness of the letter.

We are not under the Jewish Law/Covenant. We are under the New Covenant of the Spirit, not the flesh. Take the Sabbath for instance. The only way to keep the Sabbath is by the flesh/the letter of the Law. I keep the Sabbath by resting in Jesus 24/7/365. It is called abiding in Him. And it is by the Holy Spirit. The Spirit is how our old sin nature (the old man of Romans 6:5-7) is born again clean. John 15:3 We have been cleansed of all "lawless" sin. That is the major sin that leads to death - breaking the law. He then plants the fruit of the Spirit in us that still need to mature. And as 1 John 1:7 shows, we can still walk in the Spirit but still transgress in our fruit. But because they are not sins unto death, but "sins not unto death" 1 John 5:16-17, the blood of Jesus continues to cleanse our record as He as the Finisher of our faith matures us, 2 Peter 1:5-11.

Gentiles are grafted into a New Covenant with the Jews. But only Jews that accept Jesus, the Son of God and the Seed of Abraham. Romans 11.

The Law was about the flesh. Don't do this. Don't do that. We keep them from our knowledge of the Law and our own will-power that is against our sin nature.

Remember, you can't put new wine into old wineskins. Neither can you mix the Spirit of God into sinful flesh. The flesh must be new with no sin. That is what the blood of Jesus does.

Romans 3:4-9
4 Whoever commits sin also commits lawlessness, and sin is lawlessness. 5 And you know that He was manifested to take away our sins, and in Him there is no sin. 6 Whoever abides in Him does not sin. Whoever sins has neither seen Him nor known Him.
7 Little children, let no one deceive you. He who practices righteousness is righteous, just as He is righteous. 8 He who sins is of the devil, for the devil has sinned from the beginning. For this purpose the Son of God was manifested, that He might destroy the works of the devil. 9 Whoever has been born of God does not sin, for His seed remains in him; and he cannot sin, because he has been born of God.
