You misunderstand the Scripture you post. Saul is speaking to Jewish Christians in the passage you quote. He is addressing Jewish Christians who are born again and are concerned with their standing under the Abrahamic Covenant. Here is the context:

23 But before faith came, we [Jews] were kept under the law, shut up unto the faith which should afterwards be revealed.

Question: Were Gentiles ever under the Law?
Answer: NO.

24 Wherefore the law was our [Jews] schoolmaster to bring us [Jews] unto Christ, that we [Jews] might be justified by faith.

Question: Were Gentiles ever under the Law?
Answer: NO.

The answer to the question if Gentiles were ever under the Law is NO. Gentiles have NEVER been under the Law so interpret Saul's words correctly and stop re-interpreting God's Word to put Gentiles under the Law and prove yourself a liar.
