Paul simply isn’t inventing a new idea there. He is deliberately quoting and building on Jeremiah’s potter-and-clay picture. And if you read Jeremiah first, it changes how Romans 9 sounds completely.

The disobedience was appointed but it is a consequence of persistent sin.

Consistently sinful actions results in consequence/hardening of the same. Thus 1Pet 2:8 is merely an obscure style of the same meaning as other similar scriptures.

Look at the like-structured scriptures. They libertarianly sinned, so God "monergistically" locked them into it.

The backdrop of Romans is the impotence of the Law as a way of salvation and the all-sufficiency of grace as the way of salvation.
