The word heart here is the hebrew word lēḇ:

Its only evil continually, there is no reprieve from being only evil.

This is taking in consideration mans good moral character as well, even then his heart is continually evil, his will.
We are not born evil. We must commit sin to be found guilty of evil. That is why God's Law is built in our mind. To convict us of sin and condemn us.

But how does that prove your mistaken position that man is so depraved that he can't choose to allow God without irresistible grace (for that's what you need with your definition of total depravity) how does that prove your position that a man can't at least choose a good thing to allow Christ to become Lord of his life. Gen 8:21 and the other verses you quoted Jer 17:10 doesn't prove that AT ALL.
