It doesn’t say you were but they were. They were given a specific task to fulfill as promised by Jesus. They specifically fulfilled Bible prophecy. You and I , not so.

What purpose was intended by the writer in sharing things Jesus said that were not applicable to the reader?

Yes, that is what the passage teaches. It does not teach that God unconditionally chose some men to be in Christ or to believe in him.
