2 Elect according to the foreknowledge of God the Father, through sanctification of the Spirit, unto obedience and sprinkling of the blood of Jesus Christ: Grace unto you, and peace, be multiplied.

Obedience follows the Sanctification of the Spirit or regeneration

You quoted an epistle to the saints, not sinners.

Learn the difference.
 
Jesus blood took care of their sins causing them to be forgiven, He gave them new life, a New Heart, now they seek spiritual guidance.
....after they were baptized in the name of Jesus for the remission of their sins.

38 Then Peter said unto them, Repent(THOUGH YOU ARE ALREADY SAVED), and be baptized every one of you in the name of Jesus Christ for the remission of sins(THOUGH YOU ARE ALREADY SAVED), and ye shall receive the gift of the Holy Ghost(THOUGH YOU ARE ALREADY SAVED).


And that my friend, is modern theology.

Jesus blood was shed for them before they were water baptized, remission of sins by His Blood isnt suspended until someone gets water baptized. When Christ rose from the dead after dying for the sins of the elect, He rose for their Justification, they are Justified, sins paid for and put away. If you denyy this you deny the resurrection of Christs testification Rom 4:25

25 Who was delivered for[because of] our offences, and was raised again for[because of] our justification.
The word Justification here dikaiōsis:

  1. the act of God declaring men free from guilt and acceptable to him
  2. abjuring to be righteous, justification

If Jesus saved them before Acts 2:38 then everybody on earth is automatically saved.

Instead of per vs 37, asking "what shall we do", we need to say, "what was already done".
 
The blood is applied via repentance/baptism using the name of Jesus.

Per Rom 6, the death of Jesus/and ourselves are connected via baptism.
