Yes, Paul's believing audience is presently in the Spirit (verse 9) but they are being warned against being in the flesh (verse 8). Rom 8:12-13 says exactly the same thing a 2nd time. How many times must Paul repeat it to you before you will believe Paul?

13 For if you live according to the flesh you will die; but if by the Spirit you put to death the deeds of the body, you will live.
