The three Hebrew covenants:

Abrahamic Covenant is between God, Abram the Hebrew (Gen. 14:14), and Abram's seed. Mosaic Covenant is between God and Abraham's seed, a people known as the children of Jacob/Israel.

23 And it came to pass in process of time, that the king of Egypt died: and the children of Israel sighed by reason of the bondage, and they cried, and their cry came up unto God by reason of the bondage.
24 And God heard their groaning, and God remembered his covenant with Abraham, with Isaac, and with Jacob.
25 And God looked upon the children of Israel, and God had respect unto them.

God is a respecter of persons for he had respect unto the children of Abraham through Isaac and through Jacob as promised in the Abrahamic Covenant. Among many promises of God (some promises repeated that He made to Abraham) one thing was required of the children of Israel: Obedience. (Faith is not a requirement in the covenant with the children of Israel)

5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:
6 And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.

But there is one component of the New Covenant and that is the Promise that God's very own [Holy] Spirit being poured out upon the children of Israel to whom His Spirit is Promised.

And that I am the LORD your God, and none else:
And my people shall never be ashamed.
28 And it shall come to pass afterward,
That I will pour out my spirit upon all flesh;
And your sons and your daughters shall prophesy,
Your old men shall dream dreams,
Your young men shall see visions:
29 And also upon the servants and upon the handmaids
In those days will I pour out my spirit.
30 And I will shew wonders in the heavens and in the earth,
Blood, and fire, and pillars of smoke.
31 The sun shall be turned into darkness, and the moon into blood,
Before the great and the terrible day of the LORD come.
32 And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered:
For in mount Zion and in Jerusalem shall be deliverance,
As the LORD hath said,
And in the remnant whom the LORD shall call.

This Promise was fulfilled on the day of the Feast of Harvest (ca. 32 AD) when His Spirit was indeed poured out upon the children of Israel in one day and resulted in the spiritual salvation of three thousand Hebrews/Jewish souls. And every day for the next four decades Their Christ and Lord added to His promised Church such as should be saved. This New Covenant was upon the children of Israel and as Promised, God was their God, and they were His people, and His seal was upon their hearts and minds. The Holy Scriptures of the Hebrew people from Genesis to Revelation records the history, the culture, the religion, and everything God chose to record and reveal to this people so that they may have a written record of the God of Abraham, Isaac, and Jacob who in every covenant God has kept His Promises. And from the day that their Lord and Savior ascended in a cloud to sit at the right hand of the Father in glory and with power it was now time to herald to God's covenant people scattered and living in Gentile lands the testimony of their Redeemer's coming.
Do not be deceived. The Holy Spirit of Promise was Promised to the children of Israel and only they are the recipients of this promise, and every promise uttered by God.

You have to assume (without proof) that all those with Cornelius were as you claim he is.
They too received the Holy Spirit.

Too much evidence he was a Hebrew. Gentiles hated the Jews and Jews hated the uncircumcised, unclean Gentiles.
Look at the text and if you weren't infected with Gentile theology that has made everything Hebrew into Gentile and stolen everything God gave to Israel. They even stole the terms used in Scripture of the children of Israel, words like "Bride"

19 And I will betroth thee unto me for ever;
Yea, I will betroth thee unto me in righteousness, and in judgment,
And in lovingkindness, and in mercies.
20 I will even betroth thee unto me in faithfulness:
And thou shalt know the LORD.
21 And it shall come to pass in that day,

"Church"

8 Also at the same time Solomon kept the feast seven days, and all Israel with him, a very great congregation, from the entering in of Hamath unto the river of Egypt. 2 Ch 7:7–8.

The word "church" is the Greek word "ekklesia" and it means "called out [ones]." Israel is a called-out people called out of bondage in Egypt and the Lord says so. The word is also used of baby Jesus "called out of Egypt." The Hebrew people are a chosen, called out people, whether the Lord called out individuals or called out His people from Egypt or out from the nations He sent them.

"Saint(s)" A word used of the children of Israel. God never calls Gentiles "saints."

Of the children of Israel:

8 He keepeth the paths of judgment,
And preserveth the way of his saints.
Proverbs 2:8.

12 Here is the patience of the saints: here are they that keep the commandments of God, and the faith of Jesus.
Rev. 14:12.

Of the children of Israel:

15 Precious in the sight of the LORD
Is the death of his saints.
Ps 116:15.

As for Cornelius there is nothing in the Hebrew Scripture of God making any covenant with Gentiles. None. Cornelius is seen as a God-Fearer. There is no non-Hebrew Gentiles in the Hebrew Scripture that is seen as having a positive relationship with God except certain individuals who are mentioned in Scripture and were the seed of Abraham but through Ishmael (who also had twelve sons like Jacob), or the descendants of Esau. They were circumcised but not the family through whom the covenant promises of God were inherited and their descendants are mentioned in the OT. The bottom line is God made covenant with Abraham and with his seed. This identifies a family covenant that went to Isaac (son) and Jacob (grandson) and Jacob's descendants called the twelve tribes of Israel (Jacob.) There are no non-Hebrew Gentiles in the twelve tribes of Jacob/Israel. Do you understand? From these sons the covenant promises were inherited and on through each family line. There are from these twelve sons various individuals in the OT who come from one of these tribes. Joshua was from Ephraim, David from Judah, and Moses from Levi. But there are no Gentiles to whom the covenant promises were inherited. It's a family covenant. Abraham's seed. There are no Gentiles in the OT claiming the Abraham Covenant promises and Cornelius is a Hebrew because he is obeying and observing the Law and has committed his family in the Law except as a Hebrew raised Gentile to some extent but he would be circumcised. But here's something else that may challenge the Gentile theology that God-Fearers are committed to the Law and therefore MUST be circumcised.

14 And the uncircumcised man child whose flesh of his foreskin is not circumcised, that soul shall be cut off from his people; he hath broken my covenant.
Gen. 17:14.

The Hebrews/Jews would not have such a good relationship with Cornelius if he wasn't a Hebrew and if he wasn't circumcised. He would be an outcast with no Temple or synagogue or any fellowship with Jews. So, he would not be Gentile. He is Hebrew raised as Gentile and seen as Gentile just as Samaritans (half-Jew and half-Gentile) are not called Hebrew or Jew or 'brethren.' They are called anything else but Hebrew or Jew because they are of mixed heritage and the Hebrews of purer family lines would castigate anyone not Hebrew and not circumcised. That's the reason they are identified by the Jews in the NT as Samaritan. There is God's Law to consider, and God made covenant with the children of Israel which is called the Mosaic Covenant. And there are no non-Hebrew Gentiles in the Mosaic Law so Cornelius for biblical reasons would be at least a Hellenized Hebrew grew up Gentile but found his heritage and began to obey the Law.

One more thing...the Roman army was not staffed with Italians although being of the "Italian band" ("band" is not in the Greek) may indicate different ethnic "bands" or "platoons" or "garrisons" which were of the Roman army assigned to Israel from Rome. The Romans conscripted and even forced those they conquered to 'enlist' so the Roman army had several ethnicities in the army for that reason.

In short, Cornelius is a Hebrew.

You're looking at this from a 21st century perspective. Luke was writing a historical (Acts) not documenting doctrine like Saul in Romans or Galatians. Read it like a history "book" for what it is and try to take out what was done right, what was done wrong, etc. Do you remember school? Remember history class? You would read from history books which only recorded history and the teacher would read a section or event and then go through what was wrong, what was right, the why's and how's of their times, the things that happened at Jonestown, or the Civil War, or the Apartheid in South Africa, or the Greek-Persian wars, etc. Did you read about Apartheid and take doctrine of how to do if from these conditions of how as a white man is to rule the black man? Did you read about the Holocaust and glean doctrine of how to murder Jews with ovens and Zyklon-B? Or were there morals to consider, laws and people that were in place that were responsible, etc? Do what I do. I take what I know as Scripture truth - and you haven't gotten there yet - and I think it through. But you can't interpret Acts like a doctrinal when it's only recorded history of what happen. YOU have to figure out the rights and wrongs, the ins and outs, the true and the false of things Luke recorded. I do. But I also have me doctrine in the right places which helps me interpret the things Luke recorded. But to interpret Hebrew history with a Gentil, western free world 21st century mindset you will get it wrong.
If you're really asking my "opinion" of the answer to your question, will you accept it? Because to believe what God has shown me of His Word, I had to forget most of what I ever learned about Gentiles and their role in Hebrew history. And that's what these 66 books of the bible is - Hebrew history. NOT Gentile history. They may play a part like the Philistines, the Moabites, the Jebusites, the Assyrians, the Babylonians, but the central figure of the bible is Israel and God's dealing WITH ISRAEL.

Hellenized Jews were Jews who had adopted aspects of Greek culture and language. They often lived in Greek-speaking cities and communities, and their way of life was influenced by Greek customs and traditions.
Cornelius is described as "a centurion of the Italian band/regiment" and "a devout man, who feared God with all his household, and gave alms generously to the people, and prayed to God always." These descriptions suggest that he was a respected member of the Roman military, living in a Greek-speaking city, and that he adhered to Jewish customs and traditions.
Therefore, it is reasonable to conclude that Cornelius was a Hellenized Jew, a Jew who had adopted some aspects of Greek culture while maintaining his Jewish faith.

The original Hebrew name of the city that was later changed to Caesarea was "Migdal Tsur". It is located in Israel. I've read the Constantinian Gentile teaching Cornelius was a non-Hebrew Gentile but that wouldn't make sense concerning his behavior - especially the part of praying to God always and a giver of many alms to [poor] people. Being a descendant of Abraham he was in covenant with God and thus the Holy Spirit of Promise which was PROMISED TO ISRAEL is completely consistent with his experience and that of his Hebrew family.

The three Hebrew covenants:

Abrahamic Covenant is between God, Abram the Hebrew (Gen. 14:14), and Abram's seed. (Although this covenant of promises is recorded in three chapters (Genesis 12, 15, and 17) and several promises were made by God including land, making Abram's name great, to making of him a great nation see, this word "nation" at the time did not mean "Gentile", to be blessed and a blessing to others depending on other's treatment of Abram, to give him a son, to multiply his seed (including through the births of Ishmael and Esau), that all the families that come from him will be blessed, to be his "shield and great reward", that his seed will be numerous as the stars of heaven and the [grains of] sand as the seashore, that his seed will "serve another people in a strange land and this seed will be afflicted four hundred years, and that nation that afflicts them will be judged of God and his seed will come out of this land with great substance, that Abram would live to a good old age and rest [die] peaceably among his fathers, that God will change his name to mean "father of many", and to be a God to him and his seed. The only requirement from Abram is circumcision of their flesh (although Abraham had faith in God, faith was not required of Abraham or his seed in this covenant.)
