How I love the analogy of a shepherd in Isaiah 40. Jesus is our Shepherd. He gently leads us and guides us and protects us. … and oh, how the sheep love Him back.

Isaiah 40:11 (NKJV) He will feed His flock like a shepherd; He will gather the lambs with His arm, And carry [them] in His bosom, [And] gently lead those who are with young.
 
Only unbelievers that shall believe are the Sheep, if they never believe, its because they were not Sheep Jn 10:26

26 But ye believe not, because ye are not of my sheep, as I said unto you.

According to Jesus, why do some people not believe ?

Why it is you are always running from scripture?

Are you not a believer of scripture or do you just not care what it states?
 
@brightfame52 will not understand the word any. To him the any will apply to any one who is a sheep or of the elect. To him I am sure he feels that Jesus saying "for I came not to judge the world, but to save the world", likely means the sheep and the elect are exempt from judgement in this world.

Yes, Jesus had Sheep who had not yet believed Jn 10:16

16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.

And He prayed for Sheep that had not yet believed Jn 17:20

20 Neither pray I for these [Sheep]alone, but for them[Sheep] also which shall believe on me through their word;
 
Why do some become sheep and some do not? Jesus tells us in John 3:19-21
"This is the judgment, that the Light has come into the world, and men LOVED THE DARKNESS RATHER THAN LIGHT, for their deeds were evil. For EVERYONE WHO DOES EVIL hates the Light, and DOES NOT COME TO THE LIGHT for fear that his deeds will be exposed. But HE WHO PRACTICES THE TRUTH COMES TO THE LIGHT, so that his deeds may be manifested as having been wrought in God."

According to Jesus, why do some not become sheep?

1. Because they love darkness rather than Light - Jesus.
2. Because they do evil, and hate the Light - Jesus.
3. Because they do not come to the Light - Jesus.

Cain was not one of God's sheep and God told him exactly why:
"If you do well, will not your countenance be lifted up? And if you do not do well, sin is crouching at the door; and its desire is for you, but you must master it."

Cain loved the darkness rather than God.
Abel, on the other hand, loved God - the Light. He was part of God's flock.

Christ had Sheep that had not even heard His voice yet, so they were in unbelief Jn 10:16

16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.

They had not yet heard His voice, and Faith cometh by hearing, so they were in unbelief.
