Sure but wasnt Peter also commissioned to go to the Gentiles Acts 10 and preach the same Gospel as to the jews ? Peter said it himself Acts 15:7

And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.

That fulfilled his commission to feed Christs Sheep, they were the other Sheep not of the jewish fold

In Acts 15:7 (above), Peter was referring to God's choice of Him to go to preach the gospel to Cornelius and His household (Acts 10), for to Peter had been given the keys of the Kingdom - (Matt. 16:19). Salvation was, 'come unto the Gentiles,' for to provoke them (Israel) to jealousy (Rom. 11:11) and they would, 'partake of the root and fatness of the Olive Tree of Israel' (Rom.11:17).

* Paul, in Galatians (ch. 2), refers to his visit to the Jerusalem council, and there we read the following:-

'But of these who seemed to be somewhat,
(whatsoever they were, it maketh no matter to me:
God accepteth no man's person
)
for they who seemed to be somewhat in conference added nothing to me:
But contrariwise, when they saw
that the gospel of the uncircumcision was committed unto me,
as the gospel of the circumcision was unto Peter;

(For He that wrought effectually in Peter to the apostleship of the circumcision,
the same was mighty in Me toward the Gentiles )

And when James, Cephas, and John, who seemed to be pillars,
perceived the grace that was given unto me,
they gave to me and Barnabas the right hands of fellowship;
that we should go unto the heathen, and they unto the circumcision
.'

They were Christs other Sheep not of the Gentile fold, they would also hear His voice as Jesus said Jn 10:14-16

All Christians are sheep.

The sheep hear their Shepherd’s voice—Jesus Christ. They belong to Him. Even the lost sheep will run to their Shepherd when they hear the Gospel. Why? because they were chosen before the foundation of the world.

Ephesians 1:1-6 (KJV) 1 Paul, an apostle of Jesus Christ by the will of God, to the saints which are at Ephesus, and to the faithful in Christ Jesus: 2 Grace [be] to you, and peace, from God our Father, and [from] the Lord Jesus Christ. 3 Blessed [be] the God and Father of our Lord Jesus Christ, who hath blessed us with all spiritual blessings in heavenly [places] in Christ: 4 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love: 5 Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will, 6 To the praise of the glory of his grace, wherein he hath made us accepted in the beloved.

 
Doesn't matter what chapter, or any other chapter in John or book in the entire scripture, when talking about salvation matters, its about the Sheep.

Jesus has stated clearly who He has died for and thats foundational, everything else can be built upon that foundation, His sayings. Remember Matt 7:24

Therefore whosoever heareth these sayings of mine, and doeth them, I will liken him unto a wise man, which built his house upon a rock:

Jn 10:11,15 are His sayings aren't they ? Im building on a ROCK

Unbelievers are obviously a part of the world he came to save

Only unbelievers that shall believe are the Sheep, if they never believe, its because they were not Sheep Jn 10:26

26 But ye believe not, because ye are not of my sheep, as I said unto you.

According to Jesus, why do some people not believe ?

No, Paul wasn’t a believer initially. That’s why the Lord had to knock him down off his horse to get his attention. God pretty much told Paul, “hey you, you’re mine” and Paul instantly converted.
