Those people are already saved, they just need to hear the Gospel. They already had Faith. Also "shall be saved" is different from "shall get saved". If those jews do what is stated in Rom 10:9-10 that was evidence they are saved, and shall be saved in the future. Its assurance
 
Hello… I believe that those chosen before the foundation of the world will, upon hearing the Gospel, always repent and come to Jesus. Why? because they are saved. And they will always be true followers of Christ. HalleluYAH!

Amen, Christ actually gives them repentance in saving them Acts 5:31

31 Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.

Thats what a Savior of sinner does !

Those people are already saved. Sure there is a future phase of salvation as well as a present phase. Their future salvation was assured as well Rom 13:11

Those whom Christ died for were Justified , His resurrection declared it Rom 4:25

25 Who was delivered for our offences, and was raised again for our justification.
Thats the resurrection written of in Rom 10:9

9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

Now if they believed in their heart in Christ resurrection from the dead, it gave evidence they were Justified when He rose from the dead.

Yes you can tell a saved person, they shall be saved, there is a future aspect of salvation, called Glorification that the now saved have not yet eperienced.
