The "you" is who it is written. That is who it is referring to. Not to every last person who has ever lived.

No different than His position/Title as Lord, God, Alpha Omega, First Last ,King, Creator etc..... He is those regardless of whether you believe them or not. He is the Creator of the world, the King of the world, the Savior of the world. He becomes your personal God, Lord,King, Savior when you believe the gospel and repent of your sins, confess Him as Lord as per Romans 10:9-14.

It says he is the Savior of all the world, it doesn’t say he saved all the world. Not all the world believes that he is the Savior. That he is the Savior of the world is a statement of fact; believing that fact is true means the Savior will save.

Nope, “not wanting anyone to perish, but everyone to come to repentance” is referring to the whole of humanity. He does not say “any one of you” or “everyone of you”, as if to imply anyone of a particular part of the whole. It is a comprehensive statement without particular inference.
He writes to those presumed to be believers about both believer and nonbelievers. It is not all about believers.

Whoever believes in him is not condemned, but whoever does not believe stands condemned already because they have not believed in the name of God’s one and only Son. John 3:18

No, I believe that God has established belief as the criteria for him to actually save. God determines belief to be necessarily done by man.
God says he will save all who believe. We don’t say to God “if I believe in you then you must save me”; but God says “whoever confesses me with their mouth and believes with their heart that I have raised Jesus Christ from the dead, will be saved.”
God sets the protocols.
