The point was to differentiate the Spirits work in the old and the new testaments
SImple Jesus said the SPirit has been WITH you, and He shall be IN you (John 14:17). that's the "New Testament difference".

A NEW testament CHristian has the Holy Spirit IN them, AND when the situation calls for it, they ALSO have the Holy SPirit UPON them, enduing (clothing) them with power from on high (luke 24:49).

"Filled with the Holy SPirit should be understood as: being "fully motivated by" the Holy Spirit. The Holy Spirit's not a liquid that you can be a quart low of.

"for He dwelleth with you" means what?

That was easy
I can tell you what it means for "this" Presbyterian who has been filled with the spirit who lives within me.

It means that a lot... not just a little of my replies on threads such as these are at the direction of the Holy Spirit working through me.

And that is very easy.
