Be saved there is in the passive voice indicative mood, his believing showed he was in a saved state. So his act of believing didn't make him get saved, showed he had been saved. God probably regenerated him during the earthquake in prison
 
Jesus is saying man naturally lacks spiritually the will and ability to believe in Him, so really, He talks against the man made doctrine of man's so called freewill.
