If there were any truth in your claim, you would be addressing the scripture posted.
The scripture does not support your claim
Scripture speaks of God's desire that all be saved
As I noted
It makes no sense, as God desires that all do not perish, that all should repent, all become saved to determine men from birth to be condemned to punishment.
That would be opposite his desire.
His desire, however, is rejected by man, and so he becomes a vessel of wrath.
That is quite different than God creating him that way when he desires to save all

Ezek 33:11 Say unto them, As I live, saith the Lord God, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?
John 3:16–17 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. For God sent not his Son into the world to condemn the world; but that the world through him might be saved.
1 John 2:2 And he is the propitiation for our sins: and not for ours only, but also for the sins of the whole world.
John 12:47 And if any man hear my words, and believe not, I judge him not: for I came not to judge the world, but to save the world.
