Excuse me, but Matthew 7:24 and 26 does NOT speak about believers or unbelievers.
It PLAINLY states:
7:24 those who ACT on the words of Jesus are wise men.
7:26 those who DO NOT ACT on the words of Jesus are foolish men.
YOU add to scripture what you THINK is correct but which JESUS did not teach.
You just eisegeted Matthew 7:24 and Matthew 7:26 right above.
No further comment is necessary.
You add to scripture, you twist scripture.
Anything to make it mean what YOU want it to mean and not what Jesus is teaching.

Here's what JESUS said again.
Matthew 7:24
24 "Therefore everyone who hears these words of Mine and acts on them, may be compared to a wise man who built his house on the rock.
Jesus was speaking just previously about those being LAWLESS as not entering into the Kingdom of heaven.
The lawless are those that do NOT OBEY the law...in this case the law of Christ.
Those that ACT on HIS WORDS are like the wise men.
Matthew 7:26
26 "Everyone who hears these words of Mine and does not act on them, will be like a foolish man who built his house on the sand.
Those that DO NOT ACT on HIS WORDS are like the foolish men.
No mention here of believers, unbelievers, or anything else OTHER THAN Jesus teaching that we are to ACT on HIS WORDS.
Plain and simple.
Act on His words = Wise
Not act on His words = Foolish
