John 7:38–39 (NASB95) — 38 “He who believes in Me, as the Scripture said, ‘From his innermost being will flow rivers of living water.’ ” 39 But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.
Do you not understand the Spirit was not yet given?
That the old testament saints who died did not go to heaven but to Abraham's bosom at that time
That men are born again by the indwelling of the Spirit
Ezekiel 36:26 (NASB95) — 26 “Moreover, I will give you a new heart and put a new spirit within you; and I will remove the heart of stone from your flesh and give you a heart of flesh.
But I tell you the truth, it is to your advantage that I go away; for if I do not go away, the Helper will not come to you; but if I go, I will send Him to you. And He, when He comes,
And scripture talks about when he will come
And He, when He comes,
will convict the world concerning sin and righteousness and judgment; concerning sin, because they do not believe in Me; and concerning righteousness, because I go to the Father and you no longer see Me; and concerning judgment, because the ruler of this world has been judged. “I have many more things to say to you, but you cannot bear them now. But when He, the Spirit of truth, comes, He will guide you into all the truth; for He will not speak on His own initiative, but whatever He hears, He will speak; and He will disclose to you what is to come. He will glorify Me, for He will take of Mine and will disclose it to you. All things that the Father has are Mine; therefore I said that He takes of Mine and will disclose it to you.
Isaiah 44:3 (NASB 95) — 3 ‘For I will pour out water on the thirsty land And streams on the dry ground; I will pour out My Spirit on your offspring And My blessing on your descendants;
Do you fail to see here the Spirit's pouring out was Future?

Men who received the Spirit were born again.
