Absolutely false. The elect are made alive when dead by Grace Eph 2:5 5 Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved) The quickening, being made alive is Grace, then a person can and will believe through Grace, on account of quickening...

one is made alive by the Spirit in regeneration, then they are delivered from the prison of unbelief to believe. Believing is an evidence of Spiritual life

Yes, those in Jn 3 36 that are under the wrath of God, are permanent unbelievers who Christ did not die for, so they never believe nor will see heaven. See by the wrath of God abiding on them, Christ never reconciled them to God by His Death Rom 5:10.

But unbelievers Christ died for are Justified, reconciled, regenerated and given faith to believe in Jesus. This is basic truth
 
He who did not spare his own Son but gave him up for "us all", how will he not also with him graciously give us all things?

Paul says that God gave his Son for “us all.” The consequence is salvation in the fullest sense, a salvation that can never be lost or taken away. Christ died for you, and no one can ever bring a charge against you before God, not even Satan. Since Christ died for you, nothing can separate you from the love of Christ.

a) Christ Died for Sinners
Some passages clearly indicate that Christ came and died for all sinners—not for only an elect people chosen by God unconditionally:

Luke 5:32
“I have not come to call the righteous but sinners to repentance.”

Romans 5:6, 8
“For while we were still helpless, at the right time Christ died for the ungodly. . . . But God demonstrates His own love toward us, in that while we were yet sinners, Christ died for us.”

1 Timothy 1:15
“It is a trustworthy statement, deserving full acceptance, that Christ Jesus came into the world to save sinners, among whom I am foremost of all.”

Every instance in the New Testament where reference is made to sinners, they are characterized as (a) those living immorally or contrary to the (Mosaic) law (Matt 9:11; 11:19; Mark 2:16; Luke 5:30; 7:34); (b) those hostile to Jesus (Matt 26:45; Mark 14:41; Luke 24:7; Heb 12:3); (c) those who fail to worship God and do his will (John 9:31); (d) those for whom Christ died (Rom 5:8); (5) those who are separated from Christ (Heb 7:26). So, when Scripture indicates that Christ died for “sinners” this must be understood as Christ dying for all people because all people without exception, prior to being regenerated by God’s Spirit, are classified as sinners (Rom 3:23). Furthermore, the universal call to sinners to repentance mirrors the universal extent of the atonement: “I have not come to call the righteous but sinners to repentance” (Luke 5:32). In short, the scope of those defined to be sinners is precisely the scope of those for whom he came to atone.

Paul’s describing himself as the foremost of sinners (1 Tim 1:15) does not invalidate what has been said above. “Christ Jesus came into the world to save sinners epitomizes the cardinal fact of Christian truth. It points to the heart of the gospel. . . . Paul never got away from the fact that Christian salvation was intended for sinners, and the more he increased his grasp of the magnitude of God’s grace, the more he deepened the consciousness of his own naturally sinful state.”

Your basic truth is contrary to scripture

Scripture: Those who do not believe will not see life.
