The New birth comes after hearing/believing the gospel

Being "drawn to God by the gospel message"refers to the process of coming to believe in and have faith in Jesus Christ's life, death, and resurrection, which is considered the core of the Christian message. This draw is a response to the power of the gospel, where individuals, by God's grace, believe the message that Christ is the Son of God who died for their sins and rose again. This leads to a desire to draw near to God through faith, repentance, and commitment to following Jesus.

The new birth is caused by the resurrection of Christ to the elect of God 1 Peter 1:3

3 Blessed be the God and Father of our Lord Jesus Christ! According to his great mercy, he has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead, ESV so it is before faith and causes faith

It does not say they had alread heard and learned. Hearing and learning is how they are drawn, not why.
