I’ll take that as a yes God condemns that majority of mankind to hell prior to their birth.
Personally, IGNORING the Calvinist doctrines, but looking exclusively at Romans 9, it seems obvious that God DOES call certain people, and HARDENS others according to HIS FOREKNOWLEDGE. Beyond that, I simply don't know.

Although Calvinists claim that Romans 9 eliminates all possibility of ”free will,” this cannot be so, because free will can be plainly seen in the rest of Scripture as something God has sovereignly given to man. Although God is sovereign, He has given the choice between life and death to men, and urged them to choose life.

I think Paul is speaking of the state of a nation, not individuals In Romans 9:1-9

I tell the truth in Christ, I am not lying, my conscience also bearing me witness in the Holy Spirit, that I have great sorrow and continual grief in my heart. For I could wish that I myself were accursed from Christ for my brethren, my countrymen according to the flesh, who are Israelites, to whom pertain the adoption, the glory, the covenants, the giving of the law, the service of God, and the promises; of whom are the fathers and from whom, according to the flesh, Christ came, who is over all, the eternally blessed God. Amen.

But it is not that the word of God has taken no effect. For they are not all Israel who are of Israel, nor are they all children because they are the seed of Abraham; but, “In Isaac your seed shall be called.” That is, those who are the children of the flesh, these are not the children of God; but the children of the promise are counted as the seed. For this is the word of promise: “At this time I will come and Sarah shall have a son.”

Paul explains that although most national Israelites are causing him “continual grief” due to their rejection of the gospel, it isn’t that the Word of God has not accomplished what it set out to do. It isn’t that the promise to Abraham has failed to come true. For “they are not all Israel who are of Israel.” Not all the physical Israelites belong to the “Israel of God” that is, the Commonwealth of Israel and Household of God to which both Jews and Gentiles belong by faith .

Paul is saying that it is not all physical Jews "children of the flesh" who will be saved, but those who are “children of the promise”–that is, all those who have faith like Abraham. It's a good idea to keep this theme in mind when reading the rest of Romans 9.

Exactly. Here is Paul's showing that the Gentiles will be saved, because they sought God through faith. However, even though used by God, the Jewish nation was condemned by God, because they had sought to establish their own righteousness, independent of God, based on perfect obedience to the law.

They had no excuse for their obstinance. God’s rejection and hardening of the Jews was accomplished by requiring them to do the very thing they detested. They had to recognize that God would save the world through one of their brethren, Jesus, and not through the whole nation. They had to trust in God through His Messiah, not their twisted version of the Messiah, not their ancestry, and not their obedience to the law.
